Join OMA and Help Shape Water 2.0
A direct path for regulated water utilities to take part in the requirements that member companies are already implementing and deploying against.
Water utilities are adding smart meters, leak sensors, water-quality monitors, and digital twins from a growing number of vendors. Each new vendor typically means new integration work, and utility teams end up repeating that work every time they add another device.
Water 2.0 is a vendor-neutral interoperability profile for smart water metering, built on the LwM2M protocol already used across millions of IoT devices worldwide. It sets out which data objects and characteristics an interoperable water meter deployment should support. It does not define or modify LwM2M itself.
This membership pathway lets investor-owned and other regulated water utilities join OMA directly, at no cost in year one, and take part in the working group writing these requirements right now, rather than adopting a standard someone else already finished.

Who Qualifies
Investor-owned and other regulated water utilities, any size, in any country. Eligibility is verified once at signup, with no annual re-verification.
Municipal and public-sector utilities already have a path into Water 2.0 through OMA's existing Government & Education (G&E) Participation Program. If that describes your organization, contact membership@omaorg.org and we will point you to that process.
What Members Get
- Associate-level rights to propose and vote on Water 2.0 work items
- Full participation rights across every other OMA working group
- Eligible to run for Water 2.0 Vice Chair at any time
- Eligible to run for Water 2.0 Chair during the first 12 months of membership. After that, Chair eligibility requires upgrading to Strategic or Essential Membership
What's Expected
- A named delegate who actively contributes operational requirements
- Live working-group call attendance, preferred but not required
- Regular contributions or pull requests to the working group's GitHub repositories, a solid alternative for delegates whose time zone makes live calls difficult
- A signed membership application, not a compliance mandate
Fees and Timeline
Year one: fully waived.
After year one: at the 12-month anniversary of joining, OMA issues a prorated invoice that aligns billing to its standard calendar-year cycle, at its current standard Associate Membership rate of $4,500 a year. Renewal follows the same annual cycle after that, at OMA's then-current standard Associate rate.
Because billing aligns to OMA's calendar-year cycle rather than your join date, joining before the end of the calendar year still captures the full year-one waiver.

Q: We don't have the bandwidth for a new standards commitment.
The ask is small: one named delegate and a signed membership application. There is no cost to join in year one.
Q: We've already built our own integrations. Why do we need this?
The value is forward-looking. It protects your next vendor decision and lowers integration cost as you add devices, rather than undoing work you've already done.
Q: Legal or procurement has concerns about signing something new.
Eligibility is objective and published, verified once at signup with no annual re-verification, and participation runs on a signed membership application rather than a compliance mandate.
Q: We're focused on wM-Bus, LoRaWAN, or another protocol. Does this apply to us?
Water 2.0 defines which LwM2M data objects and characteristics apply to water use cases. It does not define or modify LwM2M itself, and it does not require replacing an existing transport protocol.

How to Join
Confirm eligibility first: investor-owned or other regulated water utility, any size, any country. Then choose either path below.
Digital Submission
- Sign the OMA Water Utility Member Application Form and Agreement electronically through DocuSign.
- Pay your membership dues. Year one is fully waived under the Water Utility Program. After that, dues follow OMA's current standard Associate Membership rate of $4,500 a year, billed at the 12-month anniversary of joining to align with OMA's calendar-year cycle.
Manual Submission
- Complete the OMA Water Utility Member Application Form and Agreement by hand, including your primary contact, delegate name and email, and delegate GitHub handle for working-group repository access.
- Agree to OMA's Bylaws.
- Send your completed application to Open Mobile Alliance, 2907 Shelter Island Drive, Suite 105-273, San Diego, California 92106, USA.
- Email a copy to snewberry@omaorg.org.
Once processed, your delegate gets working-group access and can start contributing to Water 2.0 requirements right away.
